Rule 26
Cooperative Promotion Fund
: (1) The Ministry will include the necessary funds in the annual budget for the Cooperative Promotion Fund under Section 70 of the Act.
(2) The amount of the Cooperative Promotion Fund shall be made available to the associations mentioned in sub-section (6) of section 70 of the Act as follows :-
(a) up to thirty percent of the total resources to the National Co-operative Federation,
(b) up to twenty-five percent of the total resources to the Central Subject Co-operative Societies, (c) up to ten percent of the total resources to the State Co-operative Societies,
(d) up to ten percent of the total resources to the provincial subject associations (e) up to fifteen percent of the total resources to District Co-operative Societies,
(f) up to ten percent of the total resources to the district subject cooperative societies.
(3) The amount according to clause (b) of sub-rule (2) will be distributed among the central subject cooperative associations based on the number of members, annual turnover and contribution to the fund.
(4) At least seventy-five percent of the amount received by the association in accordance with sub-rule (2), sub-section (7) of section 70 of the Act. To the initial organizations as determined by the committee. It should be made available to spend on the work as per sub-section (d) of that section. However, the National Cooperative Federation shall provide funds to the associations to spend on the work as per sub-section (8) of section 70 of the Act.
(5) Notwithstanding anything written in sub-rule (2), the committee under sub-section (7) of section 70 of the Act shall take the basis of the proposals received from the respective associations while providing funds to the associations. (6) For the purpose of sub-rule (5), the concerned associations may request proposals from their member organizations or associations.
(7) According to sub-section of section 70 of the Act: (9), the concerned association shall publish the details of the amount received from the fund through the annual book and its website and also send it to the committee or department of the fund.
(8) Subject to sub-rule (2): clause (b) of sub-rule (3) of rule 11 when funds are made available from the Co-operative Promotion Fund. It should also be provided to the multi-purpose association classified as follows.
(9) The committee under subsection (7) of section 70 of the Act may formulate and implement procedures for the operation of the cooperative promotion fund.
